Build or Buy in Uluwatu
Building on this cliff has no fixed price to quote, and only one land listing in the Uluwatu research carries an actual size. That single sale, a Bali-wide build-cost range and the villa stock already standing here are what this guide works from, instead of a plot size nobody has published.
The Only Plot with a Real Size
One listing carries a real number.
The parcel sits on Jalan Labuan Sait in Pecatu: a 20-are block, about 2,000 square metres, sold at IDR 1.1 billion for every one of its are, per research tied to Magnum Estate's 2026 Bukit report. On that listing's own figures, the raw land alone came to IDR 22 billion, before a single wall goes up.
Position on the cliff still moves the wider per-square-metre price a long way. The same June 2026 figures put the whole Bukit spread from USD 310 up near USD 940, cliff-front ground sitting closest to the top end. Whichever part of that spread a plot sits in, a build rate still has to be added before it becomes a villa.
What a Villa Actually Costs to Build
Nobody has published a Uluwatu-specific rate, so a build budget here starts from Bali-wide figures and gets confirmed against your own quote. A pair of 2026 estimates sets out a tiered picture of hard construction cost, before permits, architect fees, pool, landscaping or furnishing:
- Minimalist or basic-quality build: IDR 6 to 8 million per square metre, per Rumavi.
- Tropical-modern, mid-tier build: IDR 9 to 12 million per square metre, per Rumavi.
- Luxury specification: up to roughly IDR 22.9 million per square metre, per Rumavi.
- Converted to dollars, Teville's August 2026 figures span roughly USD 600 to 2,000 psm across those same three tiers, cheapest for a basic build and dearest for full luxury spec.
Those figures cover hard construction only. Budget another 15 to 25% on top for the extras the tiers above leave out.
Three Products Already Stand Here
Buying skips construction and hands you one of three things the Bukit already builds: a trophy clifftop estate, the priciest product on this cliff, or an ocean-view three-bedroom villa priced at USD 500,000-900,000, both per Magnum Estate's 2026 report, or a gated villa inside the Pecatu Indah Resort golf development, per Bali.com.
Building lets you choose a layout none of those three cover, on the one plot size this research can actually confirm. It just starts from an empty block rather than a finished asking price.
Running the Numbers on One Real Plot
Here is what each route costs on the numbers this research can actually source, using that one dated Pecatu listing as the land side of the sum:
| Route | Cost | Basis | Source |
|---|---|---|---|
| Buy finished, ocean-view 3-bed | USD 500,000-900,000 | Turnkey asking price | Magnum Estate, 2026 |
| Buy this specific land parcel | IDR 22 billion (20 are at IDR 1.1 billion each) | One dated Jalan Labuan Sait, Pecatu listing | Research tied to Magnum Estate, 2026 |
| Build, hard construction only | IDR 6 to 22.9 million per sqm, or USD 600 to 2,000 per sqm | Bali-wide tiered rate, add 15 to 25% for extras | Rumavi; Teville, 2026 |
Multiply that build rate by whatever floor area you actually plan, since no source in this research states one for the Bukit. A small villa on that land can undercut the finished asking price; a large one can pass it easily.
What Building Adds That Buying Skips
Buying a finished villa skips a construction calendar entirely. Building one does not: a smaller off-plan villa usually takes 10 to 12 months to complete once building starts, and a larger or more complex project commonly runs 9 to 18 months, per Kingswood Bali Villas.
A build also adds its own paperwork and infrastructure line that a finished purchase should already have cleared:
- Its own PBG building-approval application, separate from any permit history the land carries.
- A confirmed pink-zone tourism classification, if daily letting is the plan, checked before the first brick.
- Its own water arrangement, since much of the Bukit has no reliable mains supply and a new build often needs a private well, a tanker contract or desalination budgeted in from day one.
None of that makes building the wrong choice. It makes it the longer one, with more of the risk sitting on your side of the contract until the last certificate is signed.
Frequently Asked Questions About Building or Buying
What buyers most want confirmed before they pick a route:
Is There a Standard Plot Size for Building in Uluwatu?
No standard size is published. The only dated example is a Jalan Labuan Sait, Pecatu listing sized at 20 are, roughly 2,000 square metres, so treat any other plot size you are quoted as its own figure to source separately.
How Much Does It Cost to Build a Villa in Uluwatu?
No Uluwatu-specific figure exists yet. Bali-wide, Rumavi priced a 2026 minimalist build at IDR 6 to 8 million per square metre, rising to about IDR 22.9 million per square metre for a luxury specification.
Is Buying Finished Cheaper Than Building on This Cliff?
It depends on the plot and the finish level. A USD 500,000-900,000 ocean-view villa already exists to buy, while building starts from land cost plus a build rate that still needs its own quote.
How Long Does an Off-Plan Build Take in Uluwatu?
A smaller off-plan villa usually takes 10 to 12 months to complete once building starts, while a larger or more complex project commonly runs 9 to 18 months, per Kingswood Bali Villas.
Does Building Add Zoning Checks That Buying Skips?
Yes. A new build needs its own PBG approval and a confirmed pink-zone tourism classification if daily letting is the plan, checks a finished villa purchase should already have cleared before you paid for it.
Does Water Supply Add Cost to Building in Uluwatu?
Yes. Much of the Bukit lacks reliable mains water, so a new build often needs its own well, tanker contract or desalination unit budgeted in from the start, a cost a mains-connected resale may already have solved.
